Women’s Reservation Bill – Where Do We Go from Here?

The Women’s Reservation Bill is in paper for more than a decade. It assured a minimum of 33 percent reservation for women in the Parliament and legislatures. This is a great attempt in the route to empowerment of women in independent India. The low position of women in the Indian society is entrapping social progress. Indian women have been historically denied social, economic, and political opportunities. The transformation of the bill into a law will be a breakthrough in the process of social reformation. Upliftment of the status of women largely depends upon their very own political representations in a democratic system. The success of reservation of seats for women in panchayats enhances the argument for the introduction of the bill in the Parliament.

The union cabinet had approved the introduction of the Women’s Reservation Bill. The very notion of its introduction created rift among the ruling coalition. However, the Congress Party is confident that it would sail through in both the Houses. The Rajya Sabha passed the Bill on March 9, 2010. The passage of the bill was being hailed as a positive step towards social reform. The Congress and major opposition parties like the BJP and CPM voted for the Bill. The United Progressive Alliance (UPA) strategist now set March 16 deadline for the introduction of the Bill in the Lok Sabha.

Main opponent of the Bill, the Yadav trio - Laloo Yadav of Rashtriya Janata Dal (RJD), Mulayam Singh Yadav (Samajwadi Party) and Sharad Yadav (Janata Dal (United)) are not as powerful but were shrewd enough in the nuances of coalition politics. Their nature in opposing the said bill in the Rajya Sabha has developed cold feet in the government inspite of the overwhelming majority it secured. Seven opposing MPs belonging to parties like Rashtriya Janata Dal, Lok Janshakti Party and Samajwadi Party had to be forcibly removed from the House. The Congress led UPA is never secure with its thin majority. The UPA has the number. However, there is always a sense of unease among its members.

Politicking is at its best before the March 16 deadline for an observer of the game. On April 27, the opposition tabled a ‘cut motion’ intending to oppose excise duty hike on petroleum products. The motion was moved in Parliament seeking to cut a budgetary grant by a token of Rupees 1. It is a symbol of disapproval. This particular motion sought a cut in the grant of the petroleum ministry. It was another trail of strength for the ruling UPA.

The government at this crunch juncture is recued by some ‘frenemies’. The Bahujan Samaj Party (BSP), the RJD, the SP and Janata Dal (Secular) abstain in the crucial voting. This greatly reduced the number which the ruling UPA need to reach. They claimed that they supported the government to keep “communal forces” at bay. Shibu Soren of Jharkhand Mukti Morcha (JMM), who led a BJP-back government in Jharkhand surprised everyone by supporting the treasury bench.

Politics is a number game. The government has to get the required number where the total strength of its member is 545. The UPA strategist knows how to play the game. And, they played well. They defeated the cut motion by 88 votes. Thus assuring their continuance in office.

In politics, there is no free support. Speculation is widespread that after the Rajya Sabha passed the Women’s Reservation Bill, leaders of the RJD and the SP met Congress managers. It is here they assured the Congress of their support in the impending cut motion if the women’s bill was kept pending. It took 13 long years to introduce Women’s Reservation Bill in the Upper House. And, now its buried in deep waters. No one knows when it will surface again. Women’s Reservation Bill – quo vadis? As in the past, fate of the Bill remains uncertain as ever.

One can argue that the intriguing part of Indian politics in its vagarious nature. However, this very nature of our political elite drove our country backward. Recall as for an example, it is the SP that bailed out the UPA during the ruckus over the Indo-US nuclear deal. The same party opposed them during the women’s bill debate in the Rajya Sabha. Moreover, the same party support the UPA during the cut motion. To achieve real progress, our political parties must have a well entrench policy. They must have a vision for the country. They need to shed using cautiously coined term like ‘issue base (support)’. History must be created to prevent its repetition by itself. History must be a story of progress.

Most Haunted Places in Japan

The Japanese believe that all humans have a spirit or soul called a reikon. Ghosts are yurei, meaning “faint spirit.”

If a person dies in a sudden or violent manner, the reikon is thought to transform into a yurei, which can then bridge the gap back to the physical world.

The yurei tend to remain near where they died. They usually appear between two and three in the morning, which is like the western world’s bewitching hour of midnight, and a time when the veils between the world of the dead and that of the living are at their thinnest.

Many Japanese ghosts are connected with battlefields and military bases. Here are some to chillingly consider.

Atsugi Naval Base

Located two hours south of Tokyo, Atsugi Naval base has a secret past, which includes the fact that it was a CIA U-2 Base, which housed the U-2 flown over Russia by Gary Powers in the early 1960s. In 1957, Lee Harvey Oswald, the accused assassin of John F. Kennedy, was stationed at Atsugi as a Marine radar operator.

The spirit of a young man who wanders aimlessly from room to room is said to haunt the naval base. It is believed that he is the ghost of a young marine who was killed in a car accident back in the 1960s

Atsugi: The Corrosion Hangar Bay

Located on the other side of the naval base, this hangar stands over an older one that was used by the Kamikaze pilots of Imperial Japan. Here, many pilots killed themselves in disgrace after Japan’s final surrender to the allied powers.

It is said that doors slam and disembodied red eyes float about.

Field Hospital- Kanagawa Prefecture

Located on the military base named Sagami Depot, this hospital has been the site of several unexplainable occurrences.

The building is hardly used, but nightly security checks reveal raised windows and locked doors that had been previously unlocked.

Many of the military police who patrol the building have reported hearing someone or something walking around inside.

Many weird happenings have been reported in and near the old mansion; including apparitions of those who once lived there, bloody handprints and sprays of blood, which mysteriously appear on the walls.

Sometimes, a small girl in a kimono is seen in one of the windows. To add to the mansion’s mystery, no one knows the significance of the vast tunnels the run underneath.

Yokohama: Ikego-The Middle Gate

The Middle Gate marks the spot where a concentration camp from the World War II era once stood. Here, thousands of Chinese and Korean people were put to work and then killed by the Japanese army. Today it serves as a U.S. military housing base.

There are five incinerators on the premises and three gates that separate it from the Japanese community. At the middle gate, patrol guards have reported hearing voices and footsteps, and have described the feeling of being watched by unseen eyes.

One recurring vision concerns a Japanese soldier from World War II in a brown uniform with no legs floating between the middle and back gates.

These incidents are part of a much bigger picture, as there are many more haunted spots in Japan. Most but not all date back to the era of World War II.

Red Cliff

. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . The best movie of John Woo. Undeniably, the best of all movies, I had watched in recent past. Heartrending more is the battle of Chibi, than the Greek epic battle of Troy.

It was summer 208 A.D., the final days of the glorious Han dynasty. Power hungry prime minister Cao Cao convinced the Emperor Han, that the only way to unite all of China was to declare war on the kingdoms of Shu and Wu of the south. The great Han army, thus marched out to crush the rebellious (sic.) South. Common enemy drove the kingdom of Shu and East Wu in the same camp. An unimaginable alliance before. Numerous battles of power and strength; brainpower and wit ensued, enventually culminating in the battle at Red Cliff (Chibi in Mandarin). And this battle, became a landmark threshold in Chinese history. Behind the shield of nationality or unity under one flag, coalesces sentiments. The movie blend emotions moving chronicles into one. It is the most expensive Asian-financed film, with US $ 80 million estimated budget.

The movie has two parts Red Cliff and Red Cliff II. Both presents action, acting, entertainment, effects, passion and skill at its best. Each characters reveal themselves for who they are. They portrays individual worthfulness - dignity, love, sacrifice, fraternity & nationalism.

In the lighter side, the movie conveys the mightiness of the pen, rather than the sword. The power of wit over shrewdness. And that, the Chinese melon is already sliced long before the western imperialist power intrude.
